The Conference of the Parties session 18 also known as COP18 UN Climate Change Conference took place end of 2012 in Doha. The annual meeting of the COP agreed another commitment period under the Kyoto Protocol but also to create a plan for a universal climate agreement.
As of January 1 2013, the second commitment period which does not include all the countries who signed the Kyoto Protocol has started. It will run until the December 31 2020 and a revision of their targets will be undertaken by 2014.
The countries of the European Union already committed to reduce their carbon emissions by 20% base on the 1990 emissions and this by 2020. They will upgrade the target to 30% if the conditions are good.
In addition to the agreement for another commitment period, the COP set to install a global climate change for all the countries, under the Durban Platform. Further agreement included the direction to keep the temperature below the 2 degrees Celsius of increase as to avoid climate change.
Governments also tried to take part by installing institutional mechanism.
