Service Overview

An Ecohomes Assessment is an environmental rating for homes and is designed to help reduce the overall environmental impact of every home and development built. The Assessment is a certification scheme accredited by the BRE and is often required by funding bodies.

There are 4 scoring ratings from ‘pass’, ‘good’, ‘very good’ to ‘excellent’. Currently local authorities require all public funded housing projects achieve a minimum of a ‘very good’ rating under Ecohomes. An assessment is carried out and gives the whole development a single environmental rating (From one house to multiple units).

Ecohomes assessment criteria are loosely assembled under eight headings, each of which is ascribed a percentage weighting in the scoring process:

  • Energy – 22%
  • Transport – 8%
  • Pollution – 10%
  • Materials – 14%
  • Water – 10%
  • Ecology – 12%
  • Health – 14%
  • Management – 10%|

EcoHomes is being phased out in favour of The Code For Sustainable Homes and can only be registered if there is an existing pre-contractual agreement.

It is possible for you and your assessor to cherry pick the areas which are most relevant to you and your scheme making the Assessment as appropriate and cost effective as possible.

We would recommend that a Pre-assessment is carried out at the early design stages. This allows the environmental considerations to be developed with the design and is generally the minimum information needed in order to gain funding approval from your Local Authority.

EcoHomes Assessments

EcoHomes assessments were created by the BRE to determine a sustainability level for new residential developments. Councils and local planning policies across the country set a minimum standard measured in four levels for proposed developments to achieve: Fair, Good, Very Good or Excellent. Although EcoHomes is being phased out by the Code for Sustainable Homes, many local authorities continue to require EcoHomes assessments. Complimentary EcoHomes Assessment Services.

Question: What is an EcoHomes assessment?

Answer: EcoHomes was the BRE's environmental assessment method for new and refurbished housing in the UK, forming the residential version of BREEAM. It rated homes as Pass, Good, Very Good or Excellent across categories including energy, transport, pollution, materials, water, land use and ecology, and health and wellbeing.

EcoHomes was replaced for new-build housing in England by the Code for Sustainable Homes in 2007 and later by BREEAM Domestic Refurbishment and the Home Quality Mark, but it remains referenced in some legacy planning consents and housing association requirements.

Question: Is EcoHomes still used?

Answer: EcoHomes is no longer available for new assessments in England, although EcoHomes was retained for a period in Scotland, Wales and Northern Ireland and for refurbishment projects. It may still be relevant where a legacy planning condition, Section 106 agreement or funding agreement requires an EcoHomes rating, or where a scheme approved under the older standard is being completed.

Question: What has replaced EcoHomes?

Answer: Sustainability standards for housing are now delivered through:

  • Building Regulations Part L, the Future Homes Standard and Part O for overheating
  • Home Quality Mark, BRE's voluntary standard for new homes
  • BREEAM Domestic Refurbishment for existing homes
  • Passivhaus and EnerPHit
  • Local planning policies on carbon reduction, water efficiency and sustainability

A sustainability consultant can advise on the most appropriate modern standard where an EcoHomes requirement is being replaced.

Question: Can a legacy EcoHomes condition be varied?

Answer: Yes. Where an EcoHomes condition can no longer be met because the scheme has been withdrawn, developers can apply to vary the condition under Section 73 of the Town and Country Planning Act, proposing an equivalent modern standard such as a percentage improvement over Part L or a Home Quality Mark rating. The application should be supported by a technical justification demonstrating equivalence.

Question: What is the Home Quality Mark?

Answer: The Home Quality Mark (HQM) is BRE's current voluntary certification for new homes, assessing quality of life, running costs and environmental impact and awarding a star rating. It is the natural successor to EcoHomes and the Code for Sustainable Homes and is used by housebuilders and Registered Providers who wish to demonstrate quality beyond Building Regulations.
