On 24th March 2026, the government published the final Approved Documents for the Future Homes Standard – the long‑anticipated update to Part L of the Building Regulations for England. After two consultations and several delays stretching back to 2019, housebuilders, designers and the wider supply chain finally have confirmed requirements and a firm implementation date.

For developers, this is more than a technical footnote. Part L 2026 moves beyond simply reducing energy use and focuses on cutting greenhouse gas emissions. The headline target is clear:

All new homes must produce at least 75% less carbon emissions than homes built to 2013 standards.

The Three Changes That Matter Most for Developers

1. Fossil-fuel heating is effectively over

While not explicitly banned, gas and oil systems cannot realistically meet the new carbon targets.

This makes heat pumps the default solution for:

  • Space heating
  • Hot water

Impact on development design:

  • Larger plant space requirements
  • Increased electrical demand
  • Acoustic considerations

2. Solar PV becomes a core design driver

This is one of the most significant practical changes.
