The CRC will affect organisations whose half-hourly metered electricity use exceeds 6,000MWh which currently translates to an electricity bill in excess of £500,000 per annum. Schools’ electricity consumption will be collated and reported by the Local Authority for all buildings in their area.

April 2010 to September 2010 is the qualification period when organisations are required to measure their electricity use in preparation for the first phase of the scheme which for the first 6 months runs concurrently with measurement from April 2010 to March 2011.

Carbon allowances will have to be purchased at around £12/tonne CO2. If an organisation under-reports or does not meet the deadline, it will be fined at around £25/tonne of CO2. From 2013 excess allowances as a result of savings can be traded.
